The State of West Virginia is the organization that has systematically targeted myself, Raymond Edward Mitchell, and my family; Franklin Delbert Mitchell of Langsville Ohio; Katherine Loise Mitchell of Langsville Ohio; Kenneth Lawrence Mitchell of Langsville Ohio; have all been murdered by agents of the a group working within the organizations which comprise the administration of the State of West Virginia. They have attacked my family by defamation, disparagement, fraud, rape, drugging, kidnapping, and murder; they have attempted murder via man slaughter through the administration of drugs leading to involuntary intoxication.
On occasion where I went with Darrell Carter of the West Virginia National Guard I was administered a nerotoxin shortly before I was due to transport my brothers children back from Pigeon Forge, Tennessee to Dunbar, West Virginia. I became drowsy in less than thirty minutes into the drive and pulled off for sugar, I vaguely remember ordering French Fries and then lost consciousness.
I have been assaulted by the Kanawha County Sheriff’s Department employees on several occasions, once resulting in a broken arm after a vehicle crashed into the side of my mothers trailer. I was taking pictures and was clearly in my mothers yard; before he arrived I had already surveyed for fire, cut the electricity, checked for injuries, and then contacted the police to send someone to gather the report that we would need for the home owners insurance claim. The Kanawha County Sheriff’s Department shows up jumps across the fence slams me against the car breaks my arm, shooed away all the witnesses that where saying “this guys been doing this all morning; his girl friend got out and ran up the road”, this employee of the Kanawha County Sheriff’s Department went into my phone and deleted the entire image set and video roll of the first five minutes of the scene.
I was attacked at the DMV and called the police and when the Kanawha County Sheriff’s Department employee showed up, it was this guy who hung out with this girl that worked for Rusty Walter Casto, she did “a thing” for him on me. Rusty put the girl on me so they could try and get me on drugs and screwed up my GI Bill by evicting me; they got me to sign some papers one night; all Rusty Walter Casto of Nitro, West Virginia. Nitro is where Rusty and Darrell along with a guy named Marshall Mash have my mother.
It is my belief that it was this organization that contacted ERP Environmental Fund and initiated the eviction; which fits perfectly with the modis operandi of Rusty Walter Casto who has twice instigated incident leading to the serving of eviction upon me from Kanawha County Magistrate Court and was twice administered without due process of the law. Kanawha County is the Seat of West Virginia, and so I challenge the integrity and fidelity of the administration of the State of West Virginia to adhere to the tenets set forth by the Constitution of the United States of America.
I, Raymond Edward Mitchell of Julian, West Virginia, the current custodian of the property in question move that the State of West Virginia is inadequate for the mediation of dispute.
I, Raymond Edward Mitchell of Julian, West Virginia; hereby express my rightful claim over the property in question by virtue of the recovery and salvage of said property; which has been in my custody for three years; which has been rescued from dilapidated abandonment.
I, Raymond Edward Mitchell of Julian, West Virginia; herein express my opinion that an unbiased and fair mediation to any dispute may not resolve within the confines of the region known as The State of West Virginia; due to the systemic violence and racial biases that have inundated the administration and which has been directed toward my family over the decades by said administration.
